The team also developed a master plan for the site and encouraged the city to think about a broader planning strategy. This plan included the rehabilitation of the adjacent Hospice Center, the development of a new playground and an expanded park for community events.

Redevelopment of the downtown area began as early as 1991, when the city envisioned an urban mixed-use, pedestrian-friendly, and architecturally significant area.
